No, it's not up-side-down, although it can be worn in-side-out. Cool off on a sweltering day in this open-backed top tying at the middle of the back and behind the neck. Solid shells cover the bust and can be fabric-lined on the inside, per instructions included in the pattern. The lower front is composed of a lace design, which can be lengthened or shortened as desired, also with the option of fabric lining.
